Giusi aveva una superiore intelligenza. Era cresciuto nella politica italiana e nel Partito Socialista dal quale era stato educato fin da “bambino”. Conosceva le regole: tenere i rapporti, rispettare la prassi, riconoscere i rapporti di potere. Tutto nel tratto umano, cortese e della naturale empatia che era suo. Per queste sue caratteristiche le sue “analisi” erano sempre magistrali. Nel PSI torinese guidava con naturale autorevolezza la corrente riformista craxiana. Lo contrastava una corrente “di sinistra” più vicina al PCI stalinista di allora che al socialismo di Filippo Turati.
Giusi ha vissuto con rigore l’esperienza politica italiana degli anni 50, 60, 70, 80 quando i partiti, tutti i partiti, venivano finanziati dalle grandi banche, grandi istituti finanziari, grandi industrie. Era la prassi, la normalità precisamente codificata e rispettata come Bettino Craxi spiegò nello storico discorso alla Camera dei Deputati del 29 Aprile 1993.
Di quella esperienza e di quel rigore Giusi La Ganga ha pagato il prezzo con altrettanta correttezza e rigore. Nel rispetto delle “regole” che era la sua grammatica fondamentale.
Lo incontrai nel 1980 quando mi offrì la candidatura nelle Amministrative del “dopo Novelli”. “Ti facciamo eleggere, disse, ma devi fare la campagna elettorale per rispetto al Partito e ai compagni che ti voteranno.” Feci la campagna elettorale: tutte le bocciofile torinesi, i dopolavoro, i cancelli della Fiat, i circoli…in un mese di campagna più di 5000 km di corsa nelle vie di Torino per portare il messaggio “socialista-riformista” nella città “roccaforte” del PCI più stalinista d’Italia. Tutto sommato abbastanza coerente con la mia storia di “radicale” con Marco Pannella. Venni eletto e, dopo pochi mesi, con le dimissioni di Elda Tessore, venni nominato Assessore allo Sport, Turismo Tempo Libero Verde Pubblico e Impianti Elettrici e Telefonici della città di Torino. Amministravo una organizzazione di oltre duemila dipendenti e diversi miliardi di lire di bilancio. Dovevo imparare rapidamente.
Giusi La Ganga sicuramente osservava, come responsabile degli enti locali del PSI, ma non mi chiese mai nulla a nome del Partito o di altri interessi, rispettando le “regole”.
La decisione più importante che mi trovai ad affrontare fu quella del nuovo stadio di Torino.
Dopo 13 anni di amministrazione immobile e ingessata del PCI, dominata dalla regola fondamentale del “chi fa ruba”, si trattava della più grossa impresa pubblica mai affrontata nel tempo di “mani pulite”. Pesanti interessi dei costruttori torinesi e specificamente della FIAT legata tramite Agnelli alla Juventus. Per i Torinesi, per La Stampa, per il foglio torinese de La Repubblica era scontato che la concessione avrebbe dovuto essere della Fiat Engineering. Pare che Gianni Agnelli avesse detto ai suoi managers (Ing. Mosconi in particolare) “Se non vincete la gara scrivete la vostra lettera di dimissioni.” Ma, mentre lo diceva, doveva sapere altre cose.
La commissione che doveva scegliere il Concessionario era compatta per la FIAT Engineering (ca custa l’on ca custa come si dice in piemontese). Uno dei commissari risultò pagato dalla Fiat di Romiti, ma sugli altri sono ammessi dubbi se non di denaro quantomeno di “soggezione”. Le imprese torinesi partecipanti, avevano predisposto nelle loro offerte tattiche che avrebbero dovuto portare all’annullamento della gara per dar luogo poi a una licitazione privata dalle conseguenze ovvie nel “Sistema Torino” (copyright Sole 24ore), dominato dalla Fiat. Vedi dettagli nel Diziostadio. Mi informava ufficiosamente l’ing. Casimiro Dolza, amico e presidente del Collegio Costruttori di Torino: per lui avevo guidato, anni prima, un centinaio di auto contro un guard rail in cls precompresso che doveva essere venduto alle autostrade italiane. Casimiro aveva apprezzato ed eravamo diventati amici. Personalmente, come socialista e membro della commissione che doveva scegliere il concessionario ero in una situazione a dir poco acrobatica: fra le imprese concorrenti c’era la Società dell’Acqua Pia Antica Marcia dell’ing. Vincenzo Romagnoli notoriamente amico di Bettino e del PSI. Nessuno me lo aveva chiesto e nessuno me lo avrebbe mai chiesto, ma era chiaro quale fosse l’aspettativa di Romagnoli e del PSI.
Giusi La Ganga si era raccomandato: massimo rispetto delle regole. Non aveva detto altro.
Le mie notti di angoscia finirono quando all’apertura delle buste con le varie offerte, l’offerta della Fiat Engineering risultò viziata da una carenza mortale: mancava il programma economico finanziario richiesto dalla legge e dal bando, programma che dimostrasse l’interesse specifico della concessionaria “a ben condurre l’opera”.
La Fiat Engineering non poteva mettere in quel programma il valore della pubblicità allo Stadio che Novelli in pratica concedeva al suo amico Bastino (Publimondo) per 300 milioni di vecchie lire e che Bastino a sua volta regalava alle squadre torinesi (previa debita trattenuta).
Quando comunicai in consiglio che a seguito di gara avevo venduto la pubblicità allo Stadio Comunale per quasi 3 miliardi di vecchie lire ci fu un lungo, significativo, silenzio. Nessun partito era esente da sospetto.
Non ebbi difficoltà a eliminare la Fiat Engineering dalle offerte e il resto fu in discesa, perché l’offerta SAPAM (Società dell’Acqua Pia Antica Marcia) era oggettivamente la migliore e la più vantaggiosa per la Civica Amministrazione, come i fatti in seguito dimostrarono, fino alla conclusiva vittoria della Città nell’Arbitrato.
Ma ancora oggi (sono passati 40 anni) ho dei dubbi: come è possibile che una società esperta e professionale come Fiat Engineering, e un manager competente come l’ing. Mosconi commettesse un errore così volgare e sciocco nell’offerta?
Oggi l’interpretazione più corretta è che in quella occasione sono stato protetto dalla intelligente capacità manovriera di Giusi La Ganga che sapeva che l’onesto rappresentante socialista nella Commissione non avrebbe potuto eliminare l’offerta Fiat senza una granitica motivazione. E la predispose.
Evidentemente con trattative complesse, intricate e adeguate, sicuramente oneste: l’errore nell’offerta Fiat Engineering fu il risultato di un capolavoro di Giusi La Ganga.
Colgo l’occasione di questo ricordo di Giusi per pubblicare questo mio sospetto/certezza per la prima volta, perché penso che sia un bell’esempio di come funzionava l’Italia negli anni di 70-80. Con l’intelligenza, eleganza negoziale, rispetto delle “regole”, capacità manovriera di personaggi dalla superiore intelligenza e tratto umano come era appunto l’Onorevole Giuseppe La Ganga AKA Giusi.

Né la Stampa né la Repubblica diretta da Boffa/Tropea a Torino hanno mai pubblicato le motivazioni della umiliante sconfitta della Fiat Engineering come non hanno mai pubblicato il risultato dell’arbitrato vinto dalla Città, lasciando credere ai Torinesi con vergognosi innuendo che dietro la vicenda dello Stadio delle Alpi ci sia stato un imbroglio socialista. Il vero imbroglio ricchissimo fu invece il regalo di Castellani/Fassino alla FIAT/Juventus con l’enfiteusi di 99 anni per lo stadio e per il comprensorio della Continassa. Una oscura e pasticciata vicenda sulla quale si deve anche registrare la distrazione della magistratura torinese che con i socialisti era stata invece sempre molto occhiuta. LM
In memory of Giuseppe La Ganga
Giusi had a superior intelligence. He had grown up in Italian politics and in the Socialist Party by which he had been educated since he was a “child”. He knew the rules: foster relationships, respect modus operandi, acknowledge positions of power.
In the humane style, courtesy and natural empathy that was his trait. This is why his “analyses” were always masterful. In the Turin Socialist Party he was the leader of the reformist trend which he led with friendly natural, but firm authority. He was opposed by a “leftist” trend closer to the Stalinist Communist Party than to Filippo Turati’s classic socialism.
Giusi lived with the Italian political experience of the 50s, 60s, 70s and 80s when parties, all parties, were financed by big banks, big financial institutions, big industries. It was the practice, the normality codified and respected as Bettino Craxi explained in his famous speech to the Italian Parliament on April 29th, 1993. Giusi La Ganga paid the price for that experience, according to the “rules”.
I met him in 1980 when he offered me the candidacy in the “after Novelli” administration of the City of Turin “We’ll get you elected” , he said, ”but you have to campaign out of respect for the Party and the comrades who will vote for you.” I ran the electoral campaign: all the Turin bowling clubs, after-work circles, the gates at the Fiat Works, private clubs … in a month of campaigning with more than 5000 km racing through the streets of Turin to bring the “socialist-reformist” message to the “stronghold” of the most Stalinist Italian Communist Party in Italy, all in all, quite consistent with my story as a “radical” with Marco Pannella. I was elected and, after a few months, with the resignation of Elda Tessore, I was appointed Commissioner for Sport, Tourism, Leisure Time, Public Parks, and Electrical and Telephone Systems of the City of Turin. I managed an organisation of over two thousand employees and a budget of several billion lire. I had to learn quickly.
Giusi La Ganga certainly observed, as head of the local authorities of the PSI (Partito Socialista Italiano), but he never asked me for anything in the name of the Party or other interests, respecting the “rules”.
The most important decision I faced was that of the new Turin Soccer stadium. After 13 years of immobile and frozen Communist Party-led administration, dominated by the fundamental rule that stated “doing is stealing“, the Stadium was the largest public contract to be dealt with in the time of “clean hands”, with heavy interests of Turin building contractors and specifically of FIAT linked through Agnelli to the Juventus Soccer Club. For Turin citizens, for La Stampa, for the Turin edition of La Repubblica, it was taken for granted that the concession should have been awarded to Fiat Engineering. It seems that Gianni Agnelli said to his managers (Eng. Mosconi in particular), “If you don’t win the tender, submit your resignation”. But, as he said it, he must have known other things.
The commission that had to choose the contractor was solidly in favour of FIAT Engineering (ca’ custa l’on ca’ custa as they say in Piedmontese). One of the commissioners was paid by Romiti’s Fiat, but there can be doubts regarding the others, if not for money, then for the Turin mandatory FIAT ‘allegiance’. The participating Turin companies had prepared subtle tactics in their offers that should have led to the cancellation of the tender to then give rise to a private contract with obvious consequences in the “Turin System” (copyright Sole 24ore), dominated by Fiat. See details in Diziostadio. I was informed of this by Casimiro Dolza, friend and president of the Turin Building Contractors Guild: years earlier, I had driven a hundred cars for him to test a prestressed concrete guard-rail prototype that was to be sold to Italian autostrade. Casimiro had appreciated my services and we had become friends. Personally, as a socialist and a member of the commission that had to choose the contractor, I was in a very difficult situation, to say the least: among the competing companies was the Società dell’Acqua Pia Antica Marcia of Vincenzo Romagnoli famously friend of Bettino and close to the Italian Socialist Party (PSI). No one had requested anything of me (according to the rules) and no one would ever have asked me, but it was clear what Romagnoli’s and PSI’s expectations were. Giusi La Ganga had recommended maximum respect for the rules. He had said nothing more.
My nights of anguish ended when the envelopes with the various offers were opened. The offer of Fiat Engineering was invalidated by a thoroughly unacceptable condition: the economic and financial program was missing, required by law and by the bid, a program that proved the precise interest of the contractor “to carry out the job well“. (a ben condurre l’opera).
Fiat Engineering could not put in their tender the value of the advertising at the Stadium that Novelli for years had been giving to his friend Bastino (Publimondo) for 300 million old lire and that Bastino in turn gave to the Turin soccer teams (after detracting his “commission”).
When I communicated to the City Council that I had sold the advertising rights at the Municipal Stadium for almost 3 billion old lire, there was a long, meaningful silence. No party was above suspicion. I had no problem dismissing Fiat Engineering from the tenders and the rest was easy because the SAPAM (Società dell’Acqua Pia Antica Marcia) offer was truly the best and most advantageous for the Civic Administration, as the facts later showed, until the final victory of the City in the Arbitration.
But even today (40 years have gone by) I have doubts: how was it possible for an expert and professional company like Fiat Engineering, and a competent manager like Eng. Mosconi to make such a blatant and foolish mistake in their tender?
Today the most plausible interpretation is that, on that occasion, I was protected by the intelligent deals of Giusi La Ganga who knew that his honest socialist representative in the Commission could not dismiss the Fiat tender without solid motivation. Thus he arranged it.
Clearly, with complex, intricate and adequate negotiations, certainly honest, counter-proposal, the mistake in the Fiat Engineering tender was the result of Giusi La Ganga’s negotiating genius. Gianni Agnelli was conniving and Mosconi his instrumental accomplice. The socialist Commissioner Matteoli was gratified by the solution of the dangerous problem.
I take this opportunity of the memory of Giusi to publish this certain assumption of mine for the first time, because I think it is a good example of how Italy worked in the ’70-‘80s, with the intelligence, negotiating elegance, respect for the “rules” and superior understanding and human traits possessed by the Honorable Member of Parliament Giuseppe La Ganga AKA Giusi.

Neither La Stampa nor la Repubblica edited by Boffa / Tropea in Turin have ever published the reasons for the defeat of Fiat Engineering as they have never published the result of the arbitration won by the City, leaving the people of Turin to believe that behind the story of Stadio delle Alpi there has been a socialist scam. The true scam was instead the gift by Castellani/Fassino to FIAT/Juventus of the 99-year long lease for the stadium and for the Continassa area. This is a shameful story on which we must also acknowledge the distraction of the Turin judiciary.
